After a few delays, the Courts of Limited Jurisdiction Case Management System Project (CLJ-CMS Project) is gearing up for implementation and Pierce County District Court is participating in the pilot effort. A go-live date of the pilot phase has been established and we want to share what we know at this time.
October 23, 2023 is the date we expect stop using the DISCIS/JIS system created by the Administrative Office of the Courts (AOC) long ago and begin using new systems.
The new systems are comprised of three main products: an eFiling system (eFile & Serve or EFS) which is integrated with a new case management system (Enterprise Justice), which is also integrated with a new probation system (Enterprise Supervision).
These programs have been developed by Tyler Technologies and are used extensively in other states. They will help shape how our community of justice partners deliver services to our court users moving forward. A driving factor in why the Legislature approved the funding for this years-long project is to improve data sharing across courts and the timeliness of critical decision making by judges. Previous concerns from the legal community about the vendor’s service fee to electronically file through eFile & Serve have been addressed through legislative funding; all CLJ filers will now be able to use the system for free.
Of particular interest and potential impact to you, our county justice partners, is the electronic filing aspect of the new systems. eFile & Serve provides attorneys and litigants a way to electronically file court documents via a secure, web-based portal, as well as serve court documents electronically to other parties in a case. We want you to be aware we will be implementing this component on October 23rd.
We will actively share new information as the CLJ-CMS Project team shares them with us. We know that the project’s vendor, Tyler Technologies, plans to offer a few eFile & Serve information sessions and several online trainings. We plan to share the schedule of these events as soon as they are known, as well as other information we anticipate may impact you. Our court will also plan for our own staff, who we have identified as subject matter experts, to assist with in-person trainings for those who prefer that over online training.
Our court is excited about the changes coming with these new tools. We hope you will partner with us in embracing this new technology to help solve our many shared issues.

Local Superior, District, and Municipal Courts have approved the video to be made a part of their juror orientations. As attorneys prepare cases for trial it may be of interest to know that this hidden subject is being addressed and brought to the attention of all potential jurors.
